So my bottle of Microbacter7 arrived frozen today up here in Canada, and I'm curious if it's still safe to use... Will the bacteria still assist my tank, or would it essentially do nothing due to the freeze?

If it's frozen, most likely there's not much left alive or it's dormant till thawed.

Freezing will kill bacteria depending on how far below temps got. Even if there are survivors in the bottle it will take the bugs long time repairing themselves before than can assist you in cycling.
Was the bottle frozen frozen or slushy?
You think temps were definitely below 32F or 0C? If so then it's most likely not alive.
