Milli PE issue

So I've had this one little milli for several months, about 1.5 months ago I finally got around to moving it off of the frag rack and onto the scape, and its been losing PE to the point where it has very little, almost none. It's currently getting around 250-300 par and is in the same area as my green slimer and myagi tort that are both doing great and growing like weeds. This frag is/was very small, around 1/2 in, and it is very slowly encrusting onto the plug. My parameters are as follows:
Alk: 9.6
Phos: .09
Nitrate: undetectable to .5 (red sea kit)
Magnesium: 1490
Calcium: 475
Salinity: 1.025
pH: ranges from 7.97 to 8.21
Temp: 79.0
Any suggestions?
 
It was looking like a perfectly normal, healthy milli on the rack. It's been in the spot for around a month, and has been losing PE rather consistently
 
Could be shock/stressed from the move. Are there any vermatid snails in the area? I hate those little båstards. They cause polyps retraction and stn on a lot of my nice acros.
 
I have vermatids in the tank, but none in that area. In the past few days one of the tips got scratched, but thats a nonissue because the PE was gone before that. Could it be flow? It's been in the spot for a while, so stress didn't even cross my mind.
 
They’re great at camouflage. Check with a flashlight when the lights are off. Also look on and under the frag plug.
 
Could asterinas be bothering it? I'm thinking about putting it on the rack just to see. Could it also be burnt tips?
 
It may have been getting slightly more flow on the rack, but not too much more. No PO4 reducers, but I have dosed a small amount of microbacter 7 to get rid of a small amount of cyano on the sand
 
My suggestion would be to leave it alone if pe is all that’s going on with it. Having no polyp extension isn’t always a sign an acro isn’t happy. Especially if it’s a tiny 1/2” frag, now if it was a colony with great pe one day then the next none I might question wether something’s wrong. Got a pic?
