Mixing saltwater

I was mixing saltwater and one batch is completely clear and the other batch I left mixing a little longer and it’s super cloudy. Not sure why or what’s wrong but I’m concerned and don’t want to put it in my tank. What is it and is it safe?

I assume the bucket was not used for anything else and the salinity is normal?

Is the water especially cold?
