How hard would it be to replace one of the ballasts in this fixture with a dimmable one, running off its own power cord, so that I can do a sunrise/sunset with 2 bulbs via apex, and control the other 4 bulbs separately?

It's not hard at all. I have replaced a hydrofarm unit before with programmed start centiums and it was simple enough. The only thing though is that all these units come with rapid start ballasts so the endcaps are all shunted. When you replace the ballast with the dimmable one you will need unshunted endcaps. Now most of these have endcaps that are shunted by wire so all you have to do is take out all the wiring in the endcap including the loop wiring and start fresh. If the endcap is internally shunted then you will need a new endcap.

While you are at it too you might as well trash all the ballasts the unit has and replace them with programmed start ones. You can still do 2 bulbs on a dimmable ballast and then put the other four on non dim programmed start ballasts.

You will also need new wiring as the fulham workhose ballasts that come in these are prewired. Mcmaster-carr sells 18ga solid core 600v rated wire in 25ft spools in multiple colors for cheap. Do not skimp on this wire, it should be 600v rated.
 
Awesome. Thanks for the help! I have a dimmable ballast from an LET retrofit kit that I was going to use, and it has endcaps as well. I'm guessing I could use those for my dimmable bulbs?

Sounds like I need to redo ALL of the wiring? I haven't done that before obviously, but I'm up to the challenge. I'm guessing I'd wire it in accordance with the ballast?

Lastly, what is a good ballast for 4 24 watt bulbs?

Philips ICN-2S39-T or HEP SI218-40 UNI. You will need 2 ballasts as they are only for 2 bulbs.
