Mounting arm

Hello - I saw this vid and I am curious what kind of mount they use on this. I think it is the Aquatic life mount but my question is, is it safe to mount it like that?
The one I want is the 24” version which is 9lbs just the fixture. Adding 4 tubes and a Kessil 360w probably close to 11lbs?

Uh oh. I guess I should stay away or my last resort is to hang it on the ceiling.
