Moving tank, do I need to rinse new sand?

I will be moving in a few weeks and will be disposing of all of my current sand. I have moved my tank a few times but only have one question. When you add new sand do most of you add it to the tank before you fill it with water and do you rinse it before hand?

Rinse it beforehand. Once the sand is clean though it doesn't really matter if you add it to the tank before or after you've filled it up.
