I picked up a frag of zoas this past weekend and while I love the zoas, I'm not crazy about where's they're at on the rock, specifically the 2-3 stray heads that are attached. I'd like to rehome them to a small piece of live rock or move the stray heads closer to make a smaller colony.

Is this advised or should I just wait it out for them to grow?

I would just wait, with the right conditions they will easily cover that rock. If not, I would split that rock and have two separate frags and place them in different spots to see growth results. Or you can always sell one of them off.
+1 , perfect time to chop it in half and see where you have better results.

I agree, let them sit and they will eventually spread.
However if you want to move them, like rod reef says, split the rock and place in a different area.
