Mulm/Hair Algea/Other???

I have a 20G tank that I started just over a year ago with dry rock. I have always struggled with different kinds of algae but I don’t know what is currently going on. I can go through and scrub this rock and pull out all the junk that comes off and a few days later it’s all back. I do a 5 gallon water change every two weeks and am dosing kalk mainly for PH. Not sure what this is or how to deal with it.

Hard to tell from the pics. Sandbed could be dinos or cyano but need better pics under white lights.
