I would say the reason why pufferfish crunch on coral is due to teeth grinding or starvation.
When fish are not eating enough of their natural food source to sustain themselves, their opportunistic nature would kick in. Resulting in tank mate attacks, disappearance of invertebrates, and damaging coral. Depending on the species, pufferfish from what I researched are not obligate coralivores and would theoretically attack coral/sessile invertebrates when there starving. Unlike butterfly fish and angelfish who are said to be more coralivorus because its in there natural diet. though angelfish mainly pick at sponges around coral in the wild.
