I am by no means an expert, I have read before tho that they tend to become fat easily. but mine is always fat too. He’s also constantly eating, so I would say its just do to them constantly snacking.

Ever but I stop giving nori, he is eating everything what fish eat also eat, pellets, mysis and nori.
Huh, pellets & mysis? Aren't they herbivores?
Mine only eats Nori from my mad reef lab nori feeder (basically lives in it lol).

I don't know really well about this fish, but what I saw he eats all kind of fish food

This looks like a starry blenny and as the same with lawnmower, its a myth and belief that they are algae eaters. You can tell they are getting proper diet by looking at their abdomen, which should be golf ball shaped. A blenny with a pinched belly isn’t finding or receiving enough food.
Although this blenny needs algae to survive, its a belief that it can survive on algae alone and actually need to pound and gnaw on coral, ingest detritus and waste from the coral which includes coral skeleton, sand, gravel, and for meats - fish eggs and tiny chopped foods.
If a blenny is not getting enough calcium carbonate in its diet, it will rapidly deteriorate. To supplement, offer an occasional helping of algae-based wafers or pellets.

I don't think this is a starry blenny but regardless, it's normal for them to be round-bellied. My starry looks like this because it is always foraging. They love to eat everything!
