Tiny white dots on him, no scratching, and lethargic, and bumps

seems to have emerged over the past few days, only visible on fins, but now all over body

doesn’t really look like ich, no signs on other fish except a clown who is a little lethargic

The lethargy for was a little bit in the morning, not anymore.

Pictures would be of great help in IDing the type of infection. By your discerption it sounds like ich, if so, I’ve had good success with Ruby reef. To assist with the recovery, I recommend seachem metro, focus & garlic guard combo. Feed plenty of seaweed to fortify the tangs immunity. Also a bit of background on the system, parameters, tank mates, history on the fish would help in suggesting how to combat the infection. If possible, bump temps to 82, drop salinity to a hypo salinity treatment if there aren’t any animals that will severely get affected by those changes. If you can get your hands on a cleaner wrasse, get one. If it’s still feeding but looking lethargic, could be some type of internal parasitic protozoan, the reason for the seachem combo. Went ahead and bought kick ich from ruby reef and plan on using that in combination with ruby reef rally pro

Without pictures, it is REALLY tough to say, but based on your description, it sounds like Cryptocaryon, ich. Kick Ich and Rally Pro may work if the disease is still in its very early stages, but once it gets advanced to the point where the fish have 20-40 spots, you really need to move the fish to a treatment tank and dose with copper.

If you can't get still pictures, we can sometimes diagnose from a short video...

the most spots are on the pectoral fins, and a couple on the body

Not really. The API kit is really hard to read and the Salifert kit is really only for copper/citric acid. The Seachem test is probably the best of the lot. You can run coppersafe with no test kit as long as you know the EXACT water volume that you are treating.

The trophonts drop off and form tomonts. Over time, these release tiny theronts that swarm to reinfect the fish, it is that stage that copper can kill. I think the full life cycle, with timing, is in the stickies section above.
