My Torch Doing Okay?

I got this torch over a month ago, It was kept in my Nuvo 20 under a Prime till about 2 weeks ago I moved it to my Reefer 250 under a new reef breeders light. Since then he has not extended out nearly as much as he had at first. I do spot feed reef chili and reef roids a couple times a week. Parameters are:
Calcium is 400
Alk is 7.3
Ph is 7.8
Nitrates 5
Phosphates it looks like 0 on my kit
Temp 79
Salinity 1.023
He gets good random flow, nothing direct. Its about two inch of the sandbed. All my other corals including my hammer look good. My light is currently maxed at 45% picture is a gif if you click on it

Might be getting irritated by sand. Moderate flow and light is best.
Temperature range 77-79
salinity 1.024-1.026
Ph -8.1-8.3
alk- 8.5 - 9
Ca0 430
Mag -1350-1400
Nitrates are a tad high as is salinity being low. Make changes gradually
 
5 ppm on nitrates is high? I can raise my salinity. Sand is definitely not irritating it as its on a rock and my sand never blows around
