Since none came with my live rock i was wanting to know if i should add them to my new 30 gallon tank to establiash a population of them before i add my first fish,

I generally add them in to all my new tanks. Depending on species, they consume a good bit of detritus and algae.

I would suggest copepods-usually I buy a live batch every month and spread out between my 3 tanks. My wrasses love the treat and Im sure they eat stuff before they get eaten haha

Where did you get the live rock? How can you tell? How long has it been? All the microfauna will show up after a week or two with good established live rock. I'm setting up another tank now with some liverock & I'm seeing the pods walk around. The smaller pods will show up later. At the end of the day, it's not needed for fish but I like as much life diversity before adding the real livestock.

The live rock was purchased from fragtastic, ended up taking a week and a half to be delivered and the only signs of life were a few spots of alge and some worm tubes that look empty.

I wouldn't even worry about them. As you add more and more corals to the tank your more than likely to import a few pods here and there. If conditions are right they'll reproduce.
