this tank was basically left to rot but my father has been topping off and doing small water changes but im back in this house and im tryna re vamp this tank. if anyone knows what kind of algae it is and how to combat it please drop a reply

Looks pretty standard to me. I'd go with algae eating fish and snails.
 
If its a small tank, I would pull to rock out, wash it off with a high pressure hose. Then you will be able to see the algae thats under that dead stuff.

If you have a small pump, like a Cobalt MJ1200, take it and blast an area of the rock with it. You will see what he is referring to.

What I see from the photo is some algae that's alive and some that is no longer able to conduct photosynthesis via its chloroplasts. Thus it turns whitish.
It could also have a coating of mulm on it.
