That isn't a flasher, but a Cirrhilabrus rubeus, aka ruby long fin fairy wrasse. It was formerly grouped with C. rubriventralis, the long fin fairy wrasse, but recently got it's own description.
They are middle of the road peaceful as far as fairy wrasse go. I had one until he jumped...Got along with everyone. Unfortunatly, fairy wrasse are not much for pest control. Macropharyngodon or Halichoeres would better suit that role. Your M. negrosensis is probably doing his/her job of keeping the MEN problem at bay.
