Need help algae taking over.

I saw a little of this stuff one day, I thought my hammer pooped and it got caught on frag wrack. I cleaned it up did normal glass and some rock scrubbing and the next day its everywhere. I took my frag wrack out cleaned it well and cleaned each drag individually. I have a second light and an area in the refugium I haven't been using so I put them down there and put a heavy filter to catch anything that might go down.. it didn't work its down there already and all over main display. What is it and what do I do?

It looks like dinoflagellates from the picture to me

If you do a quick search there’s a whole thread on here about them and what to do.
 
I kind of thought that too, but light doesn't change anything they are always the same. Also they don't have set spots its just where ever they blow to.. I don't know the texture of dinos but this stuff is super slimy.
