Need Help- Cyano or Dinos?

Ok, so long story short. I moved, got a new tank, and now I am having some kind of Cyano or Dino bloom. I was under the belief it was Dinos because of my 0 Nitrate and Phos and the maroon/rusty color in the light. HOWEVER it turns green when the lights arent on... Now I am being told it may be green Cyano. I am really not too sure what route to go. I currently am not running GFO to get my Phos up, and am feeding a bit more to get my Nitrate up. I dont want to have to run Chemi-Clean but not sure what way to attack this. Last time I had Cyano it was red, so I guess the whole green when the lights thing caught me off guard. Appreciate any help!

it looks like cyano for me. cyano colors depends on light. you can use h2o2 1 ml per 10 gallons.
