Need help identifying disease (Raccoon Butterfly)

Could someone tell me if this is a parasite, disease, fungus, etc. Slightly pale/pink-ish blot on the belly between the two pelvic fins. It seems the scales are "peeling" away from the skin almost like how dry skin would for a person.
