can i frag this by just taking scissors and cutting a branch off?

Scissors or a sharp scalpel/X-acto knife. Just make sure whatever you use is sharp and clean. Hard to tell, but it looks like a Kenya tree (Capnella sp.) to me. I've heard of people putting fishing line on a sewing needle and running it through the cut off stalk near the base so it can be tied to a frag plug or rock. I haven't tried it. They'll eventually attach and the fishing line can be cut away.
 
I've heard of people tying the frags down to pieces of rubble with rubber bands (only loosely though, don't want to cut the frag into smaller pieces), and then cutting them away after attachment...
