Need Help Identifying What This Algae Is

Just noticed this a few days ago. Under my normal lighting it is a light colored brown.
The photo is taken with manual lighting that is not near as blue.
The little air bubbles I have only seen the last 2 days.
Please advise.

Hi!

Looks like green Cyanobacteria to me.
 
I have been trying to scrub the Cyano off the rocks and siphon it out with a turkey baster. Not easy to do.
Will it be enough to just scrub the Cyano off the rocks and let the filter floss in the media basket capture the loose particles?
I am trying to raise the nitrates (.75ppm) and the phosphates (.08ppm) by changing water less frequently and allowing the filter floss to get pretty dirty before changing it.
It's my understanding that the green Cyano can be caused by low nitrates.
