Is this a bacteria? I can clean the rock and it is back in a few days. I only have 2 clownfish and one sleeper goby right now. Also some crabs and a few snails. No corals. Could it be precipitate of some kind?

Indecision may or may not be my problem.
If you have sand, it could be where dust/detritus from your goby's sand sifting has accumulated on the rocks. Probably will blow right off with a little water flow.

I have crushed coral, but it isn't very fine. It is rather coarse to be honest. I will try adjusting my powerheads to point more at the rock, but it is on almost all of the rock and the back glass too.
