Need help lowering P03 and eliminating hair algae

I reefers, I need some suggestions correcting elevated N03 and eliminating hair algae. My system is a 315 display with a 100 gallon sump. My system is bare bottom, with liverock, sps frags, and some lps. The system is roughly a year and half running. I do not want to remove fish bioload to reduce N03, I could possibly add live sand to sump if needed, my fuge is a 24x24 inch refugium with live rock and chaeto, that is currently getting choked off by gha. I also have three valves on my manifold that I could add equipment too if needed. I tried carbon dosing in the past, I think it is to hard to dial in without have issues, I dont want to go down that road. I will post some pics, when my lights come on. Thanks, Brian

Let's start with a complete list of your parameters. Getting those dialed in will be the start.
Next, you'll need to manually remove as much GHA as possible. Pull the long stuff by hand. Scrub shorter stuff with a new toothbrush.
Utilitarian fish/inverts can also help. Tang, turbo snail, rabbit fish, urchins, etc. Most won't eat the GHA if it's long though, so make sure to pull as much as you can.
 
Can you get a list of livestock? I have battled GHA in my tank, and the three big things are
1. Nutrient Exporting- you need to match what goes in with what comes out. I didn't see mention of a skimmer. Do you have one, and is it running wet or dry?

2. Livestock- You can get some good grazers like tangs or blennies in a larger tank. But I would also add CUC. Urchins and snails are great.

3. Time- It took a long time for the GHA to be gone from my system; it was not an overnight fix. Manual removal and patience were key.

Do you use P04 absorbing media such as GFO or aluminum based medias?

Yes, I use GFO media in a reactor
 
Of course, the cause of the gha needs to be addressed, but a sea hare will quickly get rid of what is there now. Buy it and return it when the gha is gone. Otherwise, it will starve to death.
 
My manage to keep p04 with gfo .05-.1, N03 stays 35-45ppm. Who thinks I should elevate p04 a little higher to keep these nutrients somewhat balanced?
