Need help picking out fish for my Frag tank!

I have a 24Lx15Wx8in tall frag tank. It has a frag rack that sits about 2in off the ground but there is access to the bottom of the frag rack. I am struggling with algae control (hair, brown, bryopsis) and end up taking frags out everyday to place into the main display as a cleaning service(pics below are the results im looking to get). I have tried really small tangs and neither of them survived unfortunately. rn the only fish in the tank is a springeri damsel used for flatworm control. This tank contains LPS, Zoas, Chalices, Sps so basically everything but softies. The algae eater has to be completely reef safe but do his job. I need your help on finding an algae eater or 2 (no tangs).

My plan:
1 more springeri damsel
1 target mandarin (for flatworm control as well)
Dragon Face pipefish (for red bug prevention)
Some algae eater (for algae control)

Here are some pics that were taken 2 hrs apart this is the type of results I want in a timely manor (I have turbos, mexican turbos and astrea of snails already bout 20-30 total) all the frags in front of the centered frag were also dirty but were cleaned before I could even take the photo

I dont think any fish will solve your problems, especially that bryopsis I see!
 
i mean i got it mowed down with a couple hours...or are u talking about fish that would fit into my frag tank?
