Will beneficial bacteria survive in water under 70 degrees need help because my live rock cycling bucket had a major temperature drop from 78 to 70. any help would be perfect

They should, if the water was cold long enough they would just go dormant. As long as they have a food source they r fine, bacteria is strong with the force.

Ok yea the waters been cold for like a week so they should be fine right and they have a good supply of food

Many over-the-counter bacteria supplements for reef tanks advise to store in the refrigerator.
Really I didnt know that? I guess you learn something new every day

For the most part, bacteria has all other life forms beat in that their number one goal is to survive, when they go dormant, after the water warms up they will wake up and start to multiply again. Plus, 70 degrees really isn't that cold for bacteria, you could probably freeze the water and the bacteria would have minimal die off.
