Need help with high nitrate levels

New to saltwater. I adopted a saltwater tank that was not taken care of. We have had it for about 2 1/2 months now . We cleaned the equipment and have been working on getting the levels all back in order. Its a 40 gallon with a 20 gallon sump with skimmer. We added a bio brick about 2 weeks ago. It has sand, rock and a leftover clean up crew (2 nasarrius snails, 2 turbo snails, 2 red legged hermits, 5 blue legged hermits, and some smaller snails). It also had some zoas that have since opened up and are growing. All my tests come back perfect except my nitrate. The last test was at 80, before that it was at 40, it was originally at over 200. It keeps going up and down. I've been doing once a week water changes of 25% every week. What else should i be doing?
 
Carbon dosing works very well at reducing nitrates, once lowered I prefer a fuge to keep them in line so I don't have to work about alk levels and burnt tips, but if you only have some zoas then that's not a problem for you
 
Is the skimmer dialed in and pulling decent skimmate? I know on my setups once the skimmer was broken in the nitrates/phosphates dropped to almost nothing.
