Need help with Red Devil nano 150 skimmer setup

Hi - I am new to the hobby and am setting up a Nano Reef tank for the first time (36 Gal Bowfront from Pet Smart). I have a Red Devil Nano 150 Skimmer that I am trying to get working and the included instructions are pretty sparse. Where should the bubble level be in the reaction chamber - is it mid chamber or should the bubbles be near the top. Also, how do you clean out the collector cup? It is very tight on the skimmer body and it looks like the whole unit has to be removed from the tank to dump the cup. There was also a soft red plastic (silicone?) tube with the unit that I cannot find any reference to in the manual or on the manufacturer's web site. Any help or advice would be greatly appreciated. Thanks.
 
I don't have one but I would say have your level between the logo and the red support bracket would be a good spot while it's breaking in. Leave it there until it starts pushing proper foam up the neck. No red tube in the photo but perhaps it's if you want to direct drain the cup?
