Need help with Red Sea reefer overflow/plumbing

I’m wondering if anyone can help me with an issue with my new tank. I used the Red Sea stock plumbing and I’m using a jebao dcp 3000 for a Red Sea reefer 350. I finished filling the tank and sump and have the water level in the return section at about 8 inches. So my problem is when I turn the pump on it sucks the return section dry before the drain starts really pulling water. I have the valve on the main drain open all the way (turned all the way clockwise) as the directions on the manual say. This is my first drilled tank ( my current has a hob overflow which is part of the reason I upgraded) so I’m probably doing something wrong but I’m pretty clueless when it comes to this stuff [emoji29]

To the tank or sump? I have the sump return section around 8” full and the tank level is what it drains to when the return pump is turned back off. I will try adding more to the tank though and see
