Need help with the tank

Currently there are lot of white dots in my tank, I'm new to this hobby so couldn't guess what those are? Also I found i bit of hair algae with floss colour under my rock, is that an algae or something else? Thanks a lot if Anyone can help me out?
Also I got problem with my nitrate, been really high, I got an algae reactor running and doing water change quite often but still couldn't bring it down.

Welcome to the forum! I agree on the ID. keep up with the water changes to get the nitrates down. What test kit are you using to measure?

Ok, yea around that time they popped up for me as well but never that much. When you do a water change you can try scraping them off into a bucket using a razor or a flat head screwdriver.
