Need help with volt meter.

Original post had some wrong information, post 4 in this thread is where we are at now. Thanks in advance to anyone that can help me.

What gave you the 188 reading. I can't tell if there is a "." In the reading, but a 188 volt reading and you would definitely feel it. Also in the US you shouldn't see anything over 120 volts unless for some reason your dealing with 220 volt equipment.
 
Update: I think I was reading my meter wrong. When I turn it on with probes in the air I get like negative 7 volts. If I put the red probe in the tank and ground the black probe in the socket nothing changes, I still get the roughly -7 volts. This doesn't make sense because I am getting a tingle.

If I put red in the tank and black grounded to me/the concert floor it goes to ~1. does the concrete slab have power running through it??

to add more to the confusion, if hook up the ground rod and then touch the floor I get ~10 volts... I don't know what going on.
 
I have heard of concrete slabs where the mesh in the concrete was energized because of a damaged wire under it/in it. That would be a pretty unusual thing though

Your reply got me thinking. I took my volt meter and put the black probe in the ground on my power strip, and the red probe to the concrete and i got a reading of around ~10 volts. Does that mean that their is voltage running through the concrete floor?
 
I think I would advise you to seek competent help at this point. The slab could be energized. Your house neutral could have some voltage on it. Your meter could be bad.

Know any old handy guys that work on stuff? You need a second opinion.

Yeah I can call some people to see what they are thinking about it. Honestly though, i'm renting this house and moving in 2 weeks so I may not worry about it too much. I measured my tank with the red probe in the water and the black probe to a ground with no real change in voltage so I don't think I'm getting stray voltage in the tank and that's what I was concerned with. Thanks for the help!
