what to add first red line shrimp or fish?????
 
Are those shrimp fresh water? Only info I can find on a red line shrimp is fresh water. I can't see it making a difference when you add them honestly; assuming this shrimp is indeed salt water and has no special nuances to account for.
 
I heard that they are good for your tank eat the pest off live rock like small centipede and the likes
 
Shrimps are part of your clean up crew .. so don't count in the bioload of your tank(not significantly anyway)only adding fish will do that ! If your parameters of your tank are good and your far enough into your nitrogen cycle .. 0 ammonia, 0 no2 ( nitrite) then you can add both no problems

I think he means a cleaner shrimp !
 
The only concern, assuming we're talking about a cleaner shrimp, would be the type of fish you're adding, however, the timing isn't going to matter. If you add a fish that wants to eat the shrimp, it's going to eat it.

All critters contribute to your bio load, everything produces waste, a shrimp just produces very little.
