Settling a debate here. Is it okay to toss fish in a new tank with all live rock but 100% new water?

Rock was from an established 220 and has been fallow for 5 months. New tank is 150g. Fallow tank had inverts and was fed flakes a couple times a week.
 
I don’t think you should but if you want to add fish quicker you should get the beneficial bacteria in the bottle because it speeds up the cycle time .
 
Water carries very little bacteria
 
Depends if you want to gamble, there should be some bacteria in rock but how much? Start slow
 
A purple tang and a damsel. I feel like cycling because of new water is incorrect information. The majority of bacteria is on the rock/sand. Because it came from no fish tho I do believe you need to add slow. I was going to add some bottle bacteria just for the heck of it
