What is this called? Also why is it not coming out now. It about a day now .

Green Star Polyp. Will take a few days to a week to open up fully. It is also an invasive species and grows quite quickly if the tank is stable.

Did you pick it up at your local fish store? If so you can maybe call them for an ID. It probably is a star polyp, but it kinda looks like a Pipe Organ Coral to me too from this angle. Maybe even a zoa/paly colony if those tubuils are soft and flexible. Either way @Cdime712 is right. It can take some time for them to get used to your tank.
