Need ID of a disease

Fish is in QT and was fine for a week then his colors started to fade last night then saw this on him this morning.

Possible bacterial infection??

Have not dosed. Just a water change last night. He went through an acriflavine bath last week and fw dip two days ago.

Is the fish breathing heavy?

It looks to me like a bacterial infection. However, it is worth noting that I have personally witnessed a handful of angels show these symptoms and they in fact had velvet. Is the fish showing any other odd behaviors? Lethargic, breathing heavy, swimming into flow, hiding excessively, flashing/scratching?
Just a forewarning you may want to get your hands on some copper, such as Coppersafe, and the appropriate test kit.

Is the skin peeling at all? It looks like a bacterial infection to me, but I wouldn't be surprised if this fish didn't also have velvet or even brook.

Skin is not peeling but he is breathing heavily.

I performed a FW dip on him two days ago. No signs of flukes.

Unfortunately, he shares a QT with a flame wrasse pair.
Im going to separate them so I can treat the emperor with CP and NFG.

Now, for the flame wrasse pair, im going to treat with copper. Can I combine cupramine and NFG in the tank? Or just treat with Cupramine first then treat for bacterial infections later? or vice versa?

You can combine them, but if the wrasse isn't showing signs of infection I would just treat with Cupramine for now.
