Need ID on fish fin?

Hi All!

I am wondering if I could get an ID on what is on my male Swallowtail Angel's fins? I ran them both in copper before I added them to my tank and this patchy stuff has been showing up on his fins? I thought it was ich but it's not behaving in a way that would indicate that (no flashing/scratching) and is swimming around, breathing and eating quite normally and there is nothing on its body sans the pectoral fins. I don't want to have to pull him if it's not necessary. It looks more "patchy" than ich and I've been trying kanaplex in case it's some sort of bacterial infection. Any help would be appreciated!

Not sure! It's just strange. It very well might be, though. I'm keeping it under observation for the time being. Still eating like a pig.
