Try to target feed the anemone. You can give 1 shrimp every 3 days.
I'm not sure what you want to do here... you and to get some good light for your anemone?
I recommend metal halides for anemones and a chiller. That is the best IMO for the long run.
Perhaps a 150W HQI?
Acclimation should be very slow. Specially if that bleu light is the only light you have over the system right now.
Grandis.

No it’s on a controller ramps up to 100 percent for a couple hours and corals do great but the anemone is shrinking

How old is the tank? Parameters? Are you target feeding the nem at least a little? I wouldn't rush to say the light is the issue just yet. Let's get the whole picture first.

And the light is 4 inches from the water the anemone is all the way at the top
That light is very underpowered do a nem. It is on full power correct? How long is the light on for?
I would increase the length of time for it.

You're looking for a new light?
What kind of budget are you looking at?

The small 150's are so hard to find right now. It would also be 600+ par on that tank. I would though def agree a two tube t5 on that would work quite well, and not be expensive.

It’s on from 630 am to 830 pm 100% 12pm to 2pm and yes I am but budget is slim right now under 100 dollars

For a new light you could try this thing for 80 bucks:

But personally I'd wait until I had more cash and get either the 2-bulb t5 that was already suggested (~$150 with bulbs plus $40-$50 every 9-12 mo for bulb replacements) or an ai prime hd ($225 should last 3-5yrs).

Always the challenge. I'd love to give you a longer term soloutuon with led if you prefer them, but a decent two tube t5 would be a quick fix. A couple of the inexpensive par 38 reef bulbs would also work. They actually have a bit more power than a80.
You could even put two on either side of the 80 and have than come on for only four to six hours. (With any light you'll meet to acclimate but slowly increasing the time they are on btw.)

Like this.

Also this one is pretty good. Still think you'd need two and sorry this is the fresh water one you'll need the marine one.
