Need pump suggestions

I'm going to be setting up a 2ft x 4ft x 10in frag tank. I will have something in the range of 1-2ft head pressure. One necessity is that I want a DC pump for energy conservation. I've been working on changing over all my stuff to DC to save elec costs.

From that point, I have two options:

1) Get a small pump with low flow that will just transfer water from my existing sump, to the frag tank, gravity drain back to sump. I would then need some kind of powerhead for circulation in the tank. This isn't really my preferred method, as it would require two items running electricity. I'm not big on a lot of flow to a sump, so that's not a concern to me.

2) Get a larger pump that will allow the two locline outlets in the frag tank enough flow to circulate the necessary water in the frag tank. I think this is a more efficient usage of power. Drain would be the same as above, by gravity.

I have considered the Jebao DCT-4000, but I really think that is more flow than I'd need for Option 1. At a cost of about $60, I'm leaning towards using it for Option 2 above.

What other options would you all suggest? Of course, I want to go cheap on the pump, if possible, but I think Jebao is about as cheap as you can go without getting junk.
 
Have a Jebao DCT-4000. Whiney. So loud I moved it out into the garage mixing station. Lots of power, but whiney. I understand the newer models have eliminated the whine, but they are more expensive.

I won't have it in the living room, but still don't want something that makes too much noise, unless it's perfect for me otherwise. If I go with the dct4000, is there a way I can tell if it's the newer and quieter ones? I have a DCT15000 in a stock tank and it's not loud at all. Wonder why the dct4000 was noisy.
 
Seemed that it was hit or miss with the DCT-4000. I understand that they changed some of the internals to better quality parts. Bought mine through Amazon. By the time I used it, the 30 day return period was over. Zero customer service from Jebao. It started making noise the 2nd day of use. So if I had used it immediately I could have returned it. Live and learn.
