Need some help on things in my new setup

Have a few questions on the setup I just picked up. First the sump - looks to me like it is missing a baffle on the right middle area where there is a slot. Would be a great help if I know what it should look like.

Also there is another hole on the right side top - is that used for a low flow coming in or for a pump going out?
 
Next question is on the main tank - It has one center overflow but with 4 holes drilled. 2 large and 2 small. I would like some ideas how to plumb it and see if anyone has a similar setup. Also on the top of the tank there are 6 holes drilled. I can use 2 as returns, but would the others be used for a closed loop or just splitting the returns to more places in the tank. I have 4 powerheads going in it, so I think 2 returns would be sufficient.

Right side hole for return pump line and the baffle may have been removed to accommodate a larger skimmer. You can always silicone one back in

Large holes in overflow will fit 1 1/2" bulkheads (drains?) One full siphon and one emergency (herbie style) be best?
small holes in overflow will fit 1" bulkheads (returns) - wasn't planning on having 2 pumps, currently have a panworld NH-150ps which is a 1" output. So not sure what to do with the other 1" hole and how many splits I should do to the 3/4" bulkheads on top.
 
Now that I figured out the sump is only about 30 gallons, I think I'm in trouble and may have to find a 48" sump
 
simple DIY.
Sorry but that doesn't help much. DIY with what? a 75G would be 4' long but 21" high only giving me 3" to 4" to access. 50G is only 18" high but where am I ever going to find one of those...and is that big enough
