Need some help

So technically yes. This should be water. Those look like columns, I'd assume from a heat exchanger. So those should be mostly water.... It might be part of a scrubber so it could be some water and organics, but is most likely water... Not arguing that having large refineries is good, just that it should not decrease your PH of snowfall...

What will decrease your PH is all the sulfur dioxide being emitted by the natural gas/coal powering this refinery, your automobiles, etc. the rain will fall through these gases and absorb them and increase the PH of your water causing acid rain...

I did not say that they sent acid into the air. Maybe in a fire it could happen. I worked for a chemical manufacture. "mostly water vapor", a nice term. The key here is "mostly". If i can smell the water from here its not pure water. Kinda like safe "low VOC's"
 
Was able to get ahold of some RO alkaline water, really hoping it won't mess with my levels but parts per trillion sounds reassuring enough

What was your TDS meter giving you? I'm thinking about running an experiment where I take a bunch of water from different places and see what the results are... I happen to have access to an ICP-MS and can get results down to PPB (ug/l)... Maybe people would be interested in knowing what there water actually is/isn't....

clean fresh snow had 465 tds
No. RO should be ppt silicate and phosphate... But it might be undetectable...
i was referring to 1000 TDS well water here
