Need the perfect air circulator

Hello

My son in inthralled by jellyfish and recently at our local aquarium store he saw fake jellyfish and asked if we could get them. I had an unused 40gallon at the house and decided to make this for him.

I bought a tetra whisper air pump but returned it cuz it was just too noisy.
I am currently using a hydro powerhead to circulate the water and although noise level is perfect the jellyfish just float at the top.
Does anybody know of a product that will circulate the water and be able to have the jellyfish move around the aquarium?
Found this photo but nobody seems to know what kind of an wave machine it is or where I can find it...
Any info would help

Welcome to R2R!

My guess is that those jelly fish are tied down at differing heights using fishing line or something similar.

In my tank they are but the photo I posted was from a video and they are freely moving around. The corner air pumps in the photo seem to circulate the air horizontally and vertically causing the free flow
 
From the video it appears that they alternate flow from the left side and right side every 20 seconds or so. You can do that with two small pumps and a controller/timer.
