I have this in my built post but going to ask on it's separate post.

Just put water in my tank to see if everything will work.

The water level keeps going up and down in the overflow and makes a suction noise then it fills back up again.


 
the return is pumping back faster than the drain can handle. do you have a ball valve on the return? close it a little.
 
Ok I got the water level in the overflow to stop going up and down but dont know if I'm getting enough flow into the Overflow to the sump and its still making noises. I will put up a video soon as it finish loading.
 
Your pump is either pumping too much water back into the tank, or too little. You should probably have a valve on your return line (to restrict the pump output) and a valve on the siphon line (to restrict overflow flow into the sump). I suspect Primo is right and your pump may be pumping too much. We will be able to better diagnose once you post the video.

What size are your bulkheads?
 
I see 2 possible issues...
Drain plumbing too small.
Try to raise the drains out of the water to allow the drains to flow without getting vapor locked.
I'm betting it is the size tho...
All of my drains are much larger than the returns.
