what ppm should I put my copper to in my 2.5 gallon quarantine tank ?

Medtec copper is an ionic copper. It's therapeutic level is only 0.15-0.20 ppm. That's a very small window of therapy, so you'll have to monitor it very closely to keep it in that range.
 
At 3.784 L/gal, a 2.5 gal QT has only 9.4 L of volume.

1 ppm in water solution is 1 mg in a Liter.
Since you are looking at 0.2 ppm as a therapeutic dose, then we are looking at 0.2 mg * 9.4 or 1.88 mg of copper. That is a very small dose!
