Neon green thingy

Hi! My tank exploded on the bottom a month ago, so I acquired this tank from a friend. Currently is undergoing its fallow period with regular light cycle-- that's why there are no inverts and no fish and algae all over. I've noticed that these green things have been growing ever since I put the tank together. Any idea on what it is?
