Neon green toadstool

I have 2 neon green toadstools that are attached at the base together. They both shedded about 6 weeks ago. Both have very little polyp extension I’m say a 1/4 inch. For some reason they won’t open back up. My salinity was down to 1.021 for awhile but I’m bringing it up slowly. All my other corals are fine mostly lps. Phosphate and nitrates are within limits. Should I cut them away from each other? Maybe that’s the problem. Thanks for any help
 
What affects them:
Low salinity
Low ph
High temperature
Lack of water flow

Take a turkey baster and give their top caps gentle burst of water. There may be a light film preventing polyp extension

Direct water flow a little more towards them- not at them
