? Neptune Apex Heater Programming

I have two 300 w eihem heaters that don't seem to be following the programming set for them. I have these heaters plugged into the eb8 on outlets 5 and 6. I have the outlets to power on at 76 degrees and turn off at 78 degrees. The problem I am having is that the display is showing 77.6 degrees and the heaters are off. I can switch the outlet state to on and the heaters will power up.
 
what is your programming? Have you tried the Apex Forum? There are some great stickies there and some great advice as well.
Either way, post your programming and let's take a look.

Not sure I would be worried about a .6 degree difference. However if these are an adjustable heater you may have it set to low. The heater may be turning off because it has reached its set temperature
 
But the heater should still have power on the cord from the Apex if the programming is set right. I checked the cord with voltage detector.

With those settings temp has to get down to 76, apex will turn on heaters they will stay on until tank reaches 78, and then shut off. Tank will need to get down to 76 again before they come on again. So likely tank has reached 78 and is on cooling swing at 77.6. Make sense?
 
So the outlet state goes to Off before the temp reaches 79deg (setting as shown on display photo). I'm wondering if the internal thermostat shuts off the heater, if that causes the outlet state to change to Off. Then you can force it back to On - but does it stay On then?
