Neptune Heater outlets not working right, or is it me?

Ok, so I have the following parameters set out my two heater outlets on the EB32 bar. You can see the temp at 78, but the outlets are not coming on, even though they should be on until 78.5. Am I doing something wrong with this? They only seem to come on below 78...thoughts?

Sorry, I didn't see it. I see a few unnecessary things in the code. This is what I suggest to keep temp around 78. *Edited for Apex controlling heater, and not just backing it up.

I do not have an apex but are you sure your second line is correct? That looks like a 73.0

I like to use the Apex as the final backup to the heater, and not the main controller for the heater, to save the outlets from cycling so much. So I use a heater with a built in thermostat, or use a separate cheaper controller in between the heater and apex.
