Seems like an awesome pump, and people keep saying if you set up a program it will remember it even after your phone's Bluetooth is off.. and everything I do proves it to not be the case... As soon as I connect I can hear the pump amp up (it's pretty quiet) to where it's supposed to be. I have only had this pump for roughly 5 or 6 weeks but I have cleaned it 2 times already, I don't know it theirs some glitch at play or maybe I got something slightly faulty?

Go into settings, make sure date and time are correct. You can also make sure your firmware is up to date and your hardware is showing no errors. Finally, if you played with the button on the controller itself before setting up the Bluetooth connection, there is a chance the local controller is overriding whatever you are trying to do through the app. You can turn off local control in settings as well. Give that a try and see if it helps.
