Neutralizing bleach by drying?

While doing tank transfer in quarantine, I always bleach and dry the tank and gear, but my lid is a fluorescent diffuser grid and it's too big to really soak. I rinse it in the bleach tank and then rinse it off in fresh water, then dry it out with a fan. I know that's not ideal, but is drying enough to neutralize the bleach or is it still active? I know dechlorinator will work, but it's nearly impossible to rinse with anything but tap water in the sink. Are there other methods to better remove bleach than rinse and drying?
