New 220 is here - sump return level too low?

My new 220 is finally here! The overflows are noisy and was going to try and turn the pump up to 50%, but it started sucking air after creating a vortice. I purchased this setup from a LFS and had them deliver it. This is my first sump and the previous tank was about 15 years ago as well. The sump is an eshopp r300 and return pump is a Vortech L1. I see there is a water level indicator line on the sump return compartment, but that is too low. Is this sump return chamber not adequate for the L1 and do I need to go elsewhere and order a different sump to accommodate my setup, or is there something I’m not understanding? The atk is in the skimmer compartment.
 
No problem, just add water until the pump no longer sucks in air. Then I would turn the return pump off and make sure that the sump does not overflow.
 
That needs to be in the return section.
My question, is the water level in the return pump section relative to the water level in the skimmer section? If so, I’d have to mount the Neptune ATK higher than what the return pump water level currently is, rising the water level in the skimmer area by how much? Water level with pump off is probably 4 inches from the top of the skimmer section.
 
Your water level in skimmer section should not change when return pump is off if it does your sump maybe too small for water volume
Make sure your return lines are at water surface in tank will help to keep to much water returning to sump when pumps off
