New 46g Fish only build

I am starting a 46g bow front fish only tank with mechanicalfiltration, and no live rock. I will run an eheim ecco canister and a HOB filter, with no sump. I will not have an overflow and am curious how thiswill affect the surface of the water. I have had fish only freshwater tankswith no surface film, can i expect the same with marine fish?

I havemany years experience with reef tanks but now want to build a fish only tank soi can finally enjoy some of the species that I've wanted but are not reef safe.I am looking for suggestions for fish to add. Two fish that I know I would likeare a Picasso Trigger and a Dogface puffer. what other fish would do well withthese two? Will these species do well in a tank of this size? Will their semiaggressive nature be an issue?

why no live rock? it's the best filter for any sw tank. I'm ready to start adding non reef safe fish to my fowlr. your tank is too small for either of those fish. I have a 120 gal. and wouldn't think of adding a trigger. even if they stay healthy, the aggression will be much worse being confined to a small tank. I have two clowns and a royal gramma in my qt, but plan on adding butterflies and dwarf angels.
 
Avoiding live rock to keep the cost down. I'll have about 140g worth of mechanical filtration on the tank.

I already own the filters from a cichlid tank I took down earlier this year. Trying to keep startup costs as close to $0 as I can by using items I already have.
