I have a new tank been running 5 weeks now. I use fauna marine zeolite method and i only have live rock i only dose ultra min s and baktro blend bacteria. Ammonia and no2 never show up when i test always been 0. Is the tank is cycled and its safe to but slowley fish and corals?

Paramiters are

Ammonia 0
No2 0
No3 7
Po4 .15
 
You need to add something to your system to get the cycle going... If you have no fish then you'll have no ammonia... add 1 or a couple of small fish to start your cycle! Good luck!
 
I would add a piece of raw uncooked shrimp to really make sure you get that cycle started. I will never recommend using live fish to start a cycle, its not really a whole lot of fun for the fish.
 
And no devil damsels either. People use them to start their tanks, but then they realize how mean and terrible those fish are for a tiny fish. They are fast you can't catch them. Use the raw shrimp method.
